1.1 The Chair welcomed Members to the meeting of the Children, Young People and Education Committee.
1.2 Apologies were received from Hefin David MS and Jack Sargeant MS, Julie Morgan substituted for Jack and Lesley Griffiths MS substituted for Hefin.
1.3 Under Standing Order 17.24A Cefin Cambell
MS declared an interest as he was part of the development of Welsh
Language and Education (Wales) Bill.
2.1 The Committee heard evidence from the Welsh Government.
2.2 The Cabinet Secretary agreed to provide further information on whether there are any regional variations in relation to criminal exploitation referrals.
2.3 The Minister agreed to provide further information on the following:
- 2024 figures on the number of social workers registered with Social Care Wales;
- 2024 figures on the numbers going through social work training;
- how often do safeguarding boards meet;
- outcomes of discussions with the UK
safeguarding Minister on 23 October 2024 about the recommendations
of the Jay Review.
3.1 1.2 The Chair welcomed Heledd Fychan MS and Lee Waters MS from the Culture, Communications, Welsh Language, Sport and International Relations Committee who joined the meeting under Standing Order 17.49 for the Welsh Language and Education (Wales) Bill.
3.1 The Committee heard evidence from Mark Drakeford MS, the Member in Charge.
The Cabinet Secretary agreed to provide a note on the following:
- The requirements for consultation within the Bill, and in particular, in relation to consultation and engagement with communities;

Specific consideration of the UN Convention on the Rights of the
Child (UNCRC) in the development of the Bill and how its Articles
have been directly taken into account within the Child Rights
Impact Assessment.
4.1 The papers were noted.
5.1 The motion was agreed.
6.1 The Committee considered the evidence it
had heard in the previous evidence sessions.
7.1 Due to time constraints this item was postponed until the next meeting.
